Staging project for SUSE-native Ansible Execution Environment container images.

The `ansible-ee-base` package builds an openSUSE Leap 16.0 + python313 + ansible-core 2.20 +
ansible-runner image, consuming the ansible RPMs from systemsmanagement:ansible/16.0. The
resulting image is published to registry.opensuse.org/home/spectro/ansible-ee-leap/.

Mirrors execution-environment-leap-base.yml in upstream sap-linuxlab/ansible.executionenvironment
(local fork at upstream/ansible.executionenvironment, branch leap16-ee).

Promotion target once green: a sibling systemsmanagement:ansible:images project.
