- Prepare for RPM 4.20: use autosetup.

- Fix build for Factory repository by adding lang subpackage
  conditionalized for Factory/Tumbleweed only.
- Replace plain make command with %make_build macro as a best
  practice.
- Use "(package1 and package2)" boolean dependency syntax for
  Supplements tag rather than "packageand(package1:package2)",
  which is obsolete.
