- add OPT_FLAGS variable to config.mk and update %%patch0
  accordingly
- use reference blas and lapack for build
- do not link shared libtaucs to any blas lib
- disable check section on i586 due to the build failure of one
  of the test program on this architecture
- blas-devel and metis-devel are only suggested by taucs-devel
- update baselibs.conf accordingly
