I supposed the error is the same as the one reported in bsc#1203847.

In "%%foo_macro", isn't the first "%" supposed to escape the second one and hence prevents the expansion of the macro ?

yes, it is exactly that error.

yes, it surprised me as well, and it is potentially a bug in rpm. still it is a multiline macro and multiline macros tend to act weird.

I still think this is a good enough solution that is not hampering the value the comment provides in any significant way, so I would opt for accepting it.

I agree given how difficult it seems to be for rpm(build) to handle macros in comments, escaped chars, etc...
