The first change is possibly subjective however I think it makes more sense to to remove the el in the package name and prefix the package with Emacs.
The 2nd changes should help to keep the package up to date much easier and switch to a more active remote.
I had to redo the request as I named the requires of the -el package wrong.

I prefer keeping the old name - I have a bunch of other packages with the same naming scheme, which used to be pretty common.
As for the versioning, have a look at your new version format (1.0.13.faab7a0) and the old one (0.70+git1_c834a84). The new version format will not play nice with RPMs version comparison if the version is bumped between tags. The format I'm usually using increases the gitn bit for every new change under the same tag, and resets it to git0 when going to a new tag - I'm not sure if the default obs source service supports that. I'm usually not using it as it's rather limiting compared to other out of tree source services.
It does support that. That's what the @parent_tag@.@tag_offset@ is for.
