Update old packages in Tumblweed like:

nothing provides python311-apsw >= 3.43.0.0, (got version 3.42.0.1-1.3) (3.42.1 is in factory but not in Tumbleweed)

and it will be build.

python-apsw is staged along calibre. The issue is this second package doesn't build because it needs an updated sqlite3: https://build.opensuse.org/request/show/1116041

Yes. It was needed for version 6.28.0, 6.28.1 and now 6.29.0
