There is conflict with another package.
Just Conflict: them in dependencies.

found conflict of dvb-1.1.1_20120913-35.1.x86_64 with nmh-1.3-20.2.x86_64:
- /usr/bin/scan

A Conflict: isn't the way to solve this. There's really no reason why dvb and nmh can't be installed together on the same system, they are completely unrelated tools.

I don't think either should be creating /usr/bin/scan, this name is way too generic. I'll rename it to dvbscan in dvb, this will solve the collision.

That being said, I believe the nmh package should be revisited entirely. It includes way too many short or generic binary names, /usr/bin/scan is just one of many. I'm reasonably certain that these should really not be in /usr/bin but rather in /usr/lib/nmh or /usr/libexec/nmh, to avoid namespace pollution.
