1. It doesn't look like the %license tag is currently supported by Leap 42.1. Please just put the license file in the %doc section until proper support is in place.

2. Please don't use "%{__rm}", it is deprecated. Just use "rm".

3. All BuildRequires go in the main package, not subpackages.

4. Please use the pypi.io source url

5. You have the "CHANGES.txt" file in both packages.
