why are we submitting a copy of master rather than a fixed version ?

I wanted to add this package to C:O:O but am still not completely sure when to copy something and when to link it. So in this case I opted for the copy / SR approach since I hadn't tried that so far :)

Should I introduce this package into C:O:O in some other way?

You did it the right way. But you still refer to the master tarball instead of the stable-ocata tarball. But looking at tarballs.openstack.org , there is no stable-ocata tarball. Not sure how to continue from here.

my point was that we should be packaging the specific version we need for ocata rather than master git
