- Follow the shared library packaging policy and split libpcp_gui.so.2,
libpcp_mmv.so.1, libpcp_trace.so.2, libpcp_import.so.1 and libpcp_web.so.1
out from libpcp3 into separate packages.
- Drop a number of unneeded explicit library package Requires.
- Fix a number of file manifest conflicts.
- Drop lio pmda on SUSE systems without proper rtslib-fb dependency.
- Update to 3.11.9

past package freeze, why is this needed?
1) There are a number of upstream bug fixes, in addition to the Perl monitoring agent fix (boo#841204). 2) The same set of changes are queued for SLE12SP2 via fate#319343. Having the versions in sync will make maintenance much easier.
