? Why provide python2-deltarpm? I'm pretty sure you meant to provide python-deltarpm (the old name)
Also: don't use %{release} - since OBS does not track release across project boundaries, in any case, it has no reliable value in it
Not adding release seem to have caused issues when version was not changed - http://bugzilla.opensuse.org/show_bug.cgi?id=1063305
well, yes,, if you obsolete < %version, then the version is not included...
It's just across the OBS projects, there is no relation between the releases and you can't guaranteed it to be working reliably (but it can stay if you don't want obsolete <= %{version}
