That should work, but

+%define build_docs 1
+%else
+%define build_docs 0
+%endif

build_docs 0 feels very strange in the -doc.spec; So it will produce an emptry libvorbis-doc.rpm? We could as well just disable building then, by

%if 0%{?suse_version} <= 1320
ExclusiveArch: don-not-build
%endif

Actually there are some default HTML files that are pre-built and included in the tarball. The extra "builds" are the fresh builds from the sources, and the build of PDF file.

For the old distros, these two were missing but the pre-built ones are still included in the package.

I see - so the doc somewhat still makes sense :) was just my confusion reading the things then
