Please explain why you disable non-HPC builds. As I understand this non-openSUSE means also disabled on SLE?

This is quite unreadable IMHO. You could do something like this instead:
%if !0%{?is_opensuse} && !0%{?with_hpc} ExclusiveArch: do_not_build %endif

SLE15 is rejecting this. The second problem is that the changes reference points to an unversioned link.
proper link would be https://www.unidata.ucar.edu/blogs/news/entry/netcdf-4-6-1
and should probably also link to all the versions between 4.4.x and 4.6.1
