Re-submission of regular SLE12-SP3 kernel update

Mainly for addressing the regression in the previous update kernel,
but with lots of other updates via stable tree, too.

The pound char ('#') could cause kernel "make prepare" failure if
toolchain contains latest automake (1.15).
"make prepare" wil fail like:
