Update to current transactional-update version 2.11, including several
bugfixes, but also introducing new features.
Especially the following two bugfixes are relevant for Leap 15:
* boo#1111321 - transactional-update.service should use up and not dup by
default
* boo#1111786 - quit() tries to remove current snapshot
Regarding new features this update introduces the new /etc overlay stacking,
using a separate overlay for each snapshot (see the changes file for details).
This feature was introduced into Tumbleweed snapshot 20181029 without any bug
reports so far, so it is assumed to be stable and ready for Leap integration.
