A good changelog answers 4WH - Who What When Why How

• Who and When is clear from the header line: you did on Jan 18
• What: you answered this by adding the changelog entry: 'Recommend python3-PyICU', which we also accept as an implicit answer to 'how' ('recommend')

What is missing though is the answer to 'Why': there is absolutely no reference. This could be, at a bare minimum a bug reference, or better of, even with a bug reference, a short statement
