Initial submission of LXD 3.13.
This is my third submission, and it's been more than 2 months since my initial
submission -- with everything being blocked on legal-auto review. Is there
anything I can do to improve the situation? I've never had requests take this
long, even with manual legal review involved.

Is there any update on the legal checks? It's been almost 2 months since my first submission to Factory of the previous LXD release, and it's still pending legal review.

This submission has now missed the Leap:15.1 deadline, but I'd really like to get it in so we can release it as an :Update as soon as possible. The fact that upstream ships SQLite within their tarball probably looks suspect, but it's necessary because they have patches (which are still undergoing upstream SQLite review) that enable distributed WAL-based replication.

The admin is not supposed to modify the file in /usr/lib - but rather put a copy in /tc if she wants to override the distroprovided config here.
