I don't see how this is relevant for openSUSE as we don't have a merged filesystem hierarchy (yet). And I don't understand what the patch does, you need to explain a bit more what it's trying to do with those extra rpmlib() dependencies.

It's required as a prerequisite for handling this, so that I can add a dependency to the filesystem package to force a compatible minimum version of rpm before the filesystem package is being upgraded.
