It also doesn't have a %bcond_without lang (so Source1 and Source2 have no effect), that's why the 5.17.0 submission went through to Factory...

In this case, I think, the reason is probably rather that nobody added that to KUF back then, the %bcond_without lang was only added in KF5 and then got lost again when syncing to KUF...

plasma-nm5.changes, it happened again that there's "garbage" from the second line: * Wired connection: default to Full duplex when duplex is not set BUG: 413211 (kde#413211)

Sure, but a missing newline happens more often than a subject longer than one line (which would be too long anyway in most cases).
