The devel is not needed as it does not compile.
The license should be marked by %license
The test phase does not work, it didn't execute any test, but upstream has tests so please verify what they do and make sure it is executed; based on what I see it should be '%python_expand PYTHONPATH=%{buildroot}%{$python_sitelib} $python -m unittest discover
You disable python3 build and that is not acceptable at this time, please recheck if the package really does not work under python3.
