@dimstar @charlesa Why has license changed for tools-xendomains-wait-disk from GPL-3.0-or-later to GPL-3.0+, they are equivalent but GPL-3.0-or-later is the current SPDX licensing name.

I think I was working with the SLE15-SP2 spec file when doing the upgrade and that one contains the older version of the license string. It was the original one used by Olaf Hering when he added the package to the spec file in the first place. So to answer your question, no good reason. It just ended up being the one I used while preparing for both the Virtualization repo and Devel repo for 15-SP3. I can switch it back and submit again now or just let it be until the next set of patches are ready for Xen 4.14.
