- Switch back to openblas for non-HPC builds. Plain BLAS/LAPACK

- Remove .pytest_cache from the build_root

we want the openblas in hpc only as it is bit specific. Talk with @eeich about this first

The performance regression is significant. There was no reason for the change stated in the changelog.
