Its not really a conflict, as only the one or the other package will be used to build plugins. There is a bunch of orthanc* packages on the way to graphics (blocked by issues like 'description longer than 80 cols...) that will switch plugins to orthanc-framework.

Once the orthanc build system has settled on the new structure (as in orthanc 1.8.0), framework will be removed again
