It probably wasn't really intentional. The change happened shortly after the 5.22.2 tag (but before the version number was bumped)...

Similar "problem" in plasma5-workspace.changes, a change was added after 5.22.2:
Fix copy-paste error

(although this commit message is not very precise anyway and probably could just as well be left out... ;-) )
