Pasting the same comment here that I left in the devel submission:
Note the new rust and cargo dependencies needed for dracut-cpio (jsc#SLE-16157). I spoke with the Rust maintainer beforehand to ensure that these were available on the more exotic SLE15-SP4 architectures. I can make the dependencies conditional if there are some other openSUSE architectures which don't carry rust support (Dracut can still use GNU cpio).
