Looks OK to me. But please drop the lines
- Required php-devel >= 7.3.0.
- https://pecl.php.net/package-changelog.php?package=psr&release=1.2.0
from the changes file. The first is not needed as this is clear from the spec file and the second is redundant. References to external changelogs should only be used if the list is too long, but in this case the two entries can easily be listed.
