Yes, and there is a conflicts in the spec, so it is intentional as there must only one version of the plugin subpackage installed (of the <= 1.12.x versions)

you refer to

Provides:       libOgreMain-plugins = %{version}
Conflicts:      libOgreMain%{soname}-plugins <= 1.12.13

That conflicts expands to libOgreMain13_2-plugins < 1.12.13; which is why it does not work as intended; the old package was called libOgreMain1_12_12-plugins

what actually WOUld work:

Conflicts: libOgreMain-plugins < 1.12.13 (the old package provided this symbol already, so the soname can be removed there)
