Although this look good but why patch is removing 'prog_file2'. Didn't look but is it not used anywhere else than checking if file is available? Is that not important?
The only change applied by the patch is the content of line starting with "prog_dir=...".
The other lines only provide the context of the patch (the lines surrounding the patched line), and must adapt to what upstream provides - see https://github.com/OpenVPN/easy-rsa/blob/150e96ec9b290396ccbe160bd23f6dd1b277250d/easyrsa3/easyrsa#L2565. Thus, there's no "removal" as such going on, merely a replacement of the patch context because upstream changed a lot.
