- Make Steam only a soft dependency of steam-devices
* the steam-devices package is useful for having controllers
working also in cases Steam and SteamLink are consumed as
flatpaks (in which case, one might not want Steam installed
from RPMs as well!)

I tested this. If installing either steam or steam-devices with recommended packages enabled, nothing changes. What changes is when one does zypper in --no-recommends steam-devices. In this case, right now (i.e., without this change), Steam is also installed, which is exactly what we don't want if we have it already from Flathub, or in some other ways. With this change, only steam-devices is installed, which is exactly what we want.

I also tested installing steam-devices with --no-recommends next to Steam as a Faltpak, and verified that this makes the controller work, as suggested here: https://github.com/flathub/com.valvesoftware.Steam/wiki#my-controller-isnt-being-detected
