Add telepathy-rakia

LATE ADDITION (SORRY)

Some late testers realized that telepathy-sofiasip is non-functional in most situation (bnc#767628).

Telepathy-rakia is the official successor, mainly based on the same code base, with several rewrites. (README still calls it telepathy-sofiasip).

This package fully obsoletes telepathy-sofiasip (thus, -sofiasip can be deleted) and is highly recommended to enter 12.2 tree as well (several weeks of staging happened already in GNOME:Next).

We are still conducting final tests with some more of the reporters, but knowing that legal can take a few days as well, I submit this package already know, adding an additional 'review' on gnome-maintainers to confirm the final checkin (or deny, should we find some more issues, not deeming it worthy to wrap all upside down).

If this is being accepted, I'd assume that the patterns need to be reworked as well (telepathy-sofiasip is in the gnome-desktop pattern, 'recommended' if I understand the pattern correct (it's in the prc section)
