- Add xdg-user-dirs-gtk to Requires, user-dirs-update-mate.desktop
  to sources. We want users common folders to be update on locale
  changes. XDG doesn't support mate.
- Add mate-desktop-openSUSE.gschema.override - override some
  defaults - enable in the future through branding
- Move gnucat stuff to bcond and leave it enabled by default

1.27.x is the unstable version. This project only provides stable version for endusers.
