Introduce new raspberrypi-firmware-eeprom package to support upgrading the first stage bootloader on the Raspberry Pi 4. The package for now only supports installing the stable version of the bootloader image. This could be expanded in the future to include the dev branch of the project. See https://www.raspberrypi.org/documentation/hardware/raspberrypi/booteeprom.md for more information on why RPi4 needs this. This relates to: jsc#PM-1746
