1 Ensure that there are no unnecessary dependencies (BuildRequires).

2 If possible, repair the sending of video messages (video circles).

I also noticed one minor issue.

When attempting to send a video message (video circle), it does not work and a message appears.

[libopenh264 @ 0x7fe2e8100ac0] Unable to create encoder

They send normally on the official blob.

I think this is related to the dl-open patch, which needs to be applied or adapted for the video message sending code.

At the same time, user video file playback and video calls work fine.

It's not a very critical issue, but if you have the opportunity to look into it and fix it, I would be grateful.

P.S. Video messages, voice messages or any other messages, can be sent to yourself for texting.

I only have opensuse tumbleweed on my desktop which does not have a camera or microphone (my laptop uses Leap). Since now telegram builds on Leap 16.0, I can try it out after the upgrade.

Can we add Leap 16.0 target to this repo?
