One should consider adding the zone files zone0000, zone0075, ... zone0225 (id est, the 4 files closest to the south celestial pole) to xephem_usno.tar.xz, such that observatories on the southern hemisphere are on equal standing with those on the northern hemisphere. See e.g. https://ftp.imcce.fr/pub/catalogs/USNO-SA2/ or http://catalogs.astro.uni-altai.ru/usnosa/
