Factory package with two patches:

1) In Do Not Disturb mode, hide the icon, don't show it always.
This works very well and actually does not disturb, and will never be in the final product, so this patched package stays forever, because when I say Do Not Disturb I mean it.

2) Put the notification icon last. This prevents it from rearranging the entire list every time a notification lands.
This works very well and makes it easy to find an icon in the list because it's where it always is.
This was a Proof of Concept that a predictable list is a good list. Proof has been obtained, this patch should be expanded to move all 'Show when relevant' icons to the end of the list so they can't mess with any of the ones that are statically 'Show only in Popup'.
