SIP tool to use python sip bindings
SIP is a tool that makes it very easy to create Python bindings for C
and C++ libraries. It was originally developed to create PyQt, the
Python bindings for the Qt toolkit, but can be used to create bindings
for any C or C++ library.
Needed here because python2 and Qt4 were dropped from Factory.

Maybe unconditionally enable PyQt4.sip, PyQt5.sip should not matter for me anyway. (although currently PyQt4.sip is not used at all, python-qt4 is patched to not use the private module)
If that changes, it could be split out into a separate subpackage though (required by python-qt4) so users don't have to replace the standard package.
