and sharing of array-oriented scientific data.

- Update to version 4.5.3, read changes at: * https://github.com/Unidata/netcdf-fortran/releases/tag/v4.5.3 * Add a new libnetcdff.settings file - Requires at least netcdf 4.7.4, update Requires accordingly.
