High Level Language for Numerical Computations

GNU Octave is a high-level language, primarily intended for numerical computations. It provides a convenient command line interface for solving linear and nonlinear problems numerically, and for performing other numerical experiments using a language that is mostly compatible with Matlab.

@Dmitry_R, Thanks a lot for your amazing work in maintaining octave! I have a couple of requests. Firstly, would you please consider not pushing rc level packages to Factory? This RC2 is still too crashy for me and there is no way for me to go back to 4.0.3 any more now that Factory carries this version.

In addition, the 4.0.3 -> 4.2.0 bump has caused a number of packages to fail building [see plplot, mathgl (which I recently worked around by disabling its octave bindings), etc.]. It might help us maintainers of other pkgs in science that depend on octave, if you let api incompatible upgrades to cook in the devel prj for a while before pushing them to Factory.

Unfortunately I was on business trip and missed auto-request to Factory. But in any case version 4.0.3 has problems with GCC6 and latest version of HDF5. I'll try to fix problems as soon, as possible.
