I suppose this should actually be Supplements: (modalias(...) and glibc). Otherwise you'd get the pattern even if you don't have any packages installed...

I added a Requires: glibc to make clear that I don't care about that for now.

Doesn't that just make it worse? Then you'll get this pattern and glibc simply by doing zypper --root foo in busybox-static or similar.

I gave it a try. Technically it's true, but for some reason only after doing zypper inr.

does not appear to be working with the zypper update stack. Given that there are very small number of openSUSE distros that are tumbleweed based and not using glibc I don't think this is a blocking issue.
