Overview
I'm not sure breeze5 will exist much longer once Plasma 6 enters Factory.
I see kwin5 still exist in Factory https://build.opensuse.org/package/show/openSUSE:Factory:Staging:L/kwin5. So I guess breeze5 won't be removed.
kwin5 will probably be removed soon. Currently it builds successfully against breeze6.

Those removals are a consequence of upstreams tarball no longer shipping them

(they could probably really be removed instead of being commented out)
sure but that should also be documented. changes entries should be about the "why" we do things.

As you remove the .in files: you are likely never getting the files section back to this - better to clean up here too
