I cannot figure out how to file a bug report.
The links part: You CC'ed me on a bug, I wrote a report there.
2. avrdude is installed and a dependency, but still the internal avrdude is used
3. "avr-ar" gives me an error if ide version not equal to platform version.
Using gcc-ar circumvents this problem in using a plugin.
I hope this clarifies it a bit.

Accepting for now. But I will re-generate patch #7 from my git repo and drop the change to patch #5. I still need to understand the latter ;-)
