This removes the `wget` and frontend assets building from the rpm
%pre and %posttrans scripts. I've made a Makefile in the project,
which runs `osc service dr`, then extracts the tarball, builds the
frontend assets, repacks the tarball, and then it can be checked
in to the build service. I've also fixed the %fdupes in the spec
file which was causing grafana to not load any plugins and basically
be unusable.
