An obsolete is not a conflict, so obsoleting libsigrok3 is fine. Otherwise, the old package may not get uninstalled although it is no longer needed.

An Obsolete would defeat the main rationale from SLPP: "to allow for two or more (incompatible) versions of a shared library, such as libfoo.so.1 and libfoo.so.2 to be" co-installable.
