Is this really worth the work? mesa imported the lib into its next release, keeping the status quo for now seems fine to me!
Fine by me as long as X11:XOrg/libtxc_dxtn@2 is not going to factory.
Or leap 42.3 isnt mesa 17.3 planned :) so from factory to leap and with update to 17.3 remove s2tc and txc_dxtn
