I had not seen a single argument to add system users and groups via calls to useradd/groupadd instead of systemd-sysusers.

Oh boy another core utility swallowed by systemd. Looking at our wiki page we do seem to reference systemd-sysusers. Maybe bring this up on the factory mailing list to get some clarification.
