If you use v2017.7.2.tar.gz, which apparently is the github download tarball, please specify the full source url in the Source: tag.
The file is downloaded in the _service file where the checksum is also checked. Keeping the download in the _service file it would help with process automation.
https://codeload.github.com/saltstack/salt/tar.gz/v2017.7.2/v2017.7.2.tar.gz and exactly this path (with appropriate %{version} tags) should be used for the Source: value

This URL is incorrect: 404. Correct URL is https://github.com/saltstack/salt/archive/v2017.7.2.tar.gz
We should build from sources, not from what comes out from their "setup.py" (suse part for packaging only is excluded and it should be that way).
Although the URL I've mentioned does the redirect to codeload... but without the .tar.gz :-/
