Why not just enable it for all arches? Except for the i386 oddball, libraries must pretty much always be built with PIC anyway.
Fails to build in staging. No idea why debuginfo is disabled jn the devel prj, but that is likely the reason for the difference

Still fails to build - enable debuginfo in the devel prj to have the same setup as Factory does, and I am sure you will be able to observe it there too
