This is the package
caasp-dex(already in Factory) renamed asdex-oidc.It also renames the binary from
/usr/bin/caasp-dexinto/usr/bin/dex. This binary can also be provided by another package, (zypper install dex) which is completely unrelated to the 'dex-oidc package'. We are fine with this conflict of name-binary convention as the user can decide if they want to do it or not (zypper asks you during the installation). e.g. https://pastebin.com/raw/ewJZKDkwAs soon as 'dex-oidc' is part of Factory, we will build the Dex container image for Kubic.
Well if you KNOW there is a different package with the same filename, perhaps it's time to think about a better, less ambiguous name (such as caasp-dex was!)
YOU might be fine with it, WE (product maintainers) are not. If two packages conflict like this, and the maintainers are 'fine', then this has to be expressed as a Conflicts: in rpm; otherwise, the request won't be acceptable
