The necessary changes are in https://github.com/openSUSE/permissions/pull/18
This request was accepted but never released in openSUSE:Leap:15. Now it causes that amanda fails to build in e.g. openSUSE:Leap:15.2 as setuid list defined in amanda and permissions package differ. @Marcus, can you please take a look at it? Thanks!
I created a RR (764224) for this and will release it tomorrow
