This looks bogus, based on code it should not use it for anything.

openssh itself only ships a wrapper script, not an actual askpass program - so dropping this would break askpass for non-KDE non-GNOME desktops.
That is not entirely true, all other desktops can use the openssh-askpass-gnome which is stupidly named given the fact it simply just links againgst gtk3 and nothing gnome-ish.
The wrapper script has openssh-askpass-x11 as fallback for non-GNOME non-KDE desktops, so dropping this package would simply break it. If the intention is that -gnome should be used for non-KDE desktops (so everything except LXQt and Plasma), that needs to be patched in openssh.
This SR as is will not work.
The wrapper script is something we as SUSE created, simple tweak of that should solve it without much fuzz.
Just to see how RH does it: ln -s gnome-ssh-askpass $RPM_BUILD_ROOT%{_libexecdir}/openssh/ssh-askpass
Which means they just launch the gnome one always it seems :)

It won't the ksshasskpass never needed it, and now with the openssh change it will never try to launch the X11 variant.
